Instructors

Scott O. Kuznicki, P.E., is an experienced instructor who engages classroom participants with practical examples of the MUTCD's design, content, and application in the context of the regulatory process and its particular relationship to tort liability. His classroom experience with the MUTCD includes adjunct instructor roles with UW (Dr. Ryan Avery), UW-Platteville (Dr. Samuel Owusu-Ababio), and the University of Belgrade in Serbia. He is a Certified NHI Instructor with the FHWA's National Highway Institute, where he is currently contracted to teach two courses addressing human factors in transportation engineering. He is the lead author of the FHWA publication Enhancing Safety and Operations in Complex Interchanges, featuring ground-breaking simulator and field research concerning guide signing on motorways, his primary practice area for more than 20 years. Mr. Kuznicki is Member of the ITE Delegation to the National Committee on Uniform Traffic Control Devices, where he has served on the Regulatory and Warning Signs Technical Committee for nearly 15 years and chairs several task forces and serves on the Toll and Managed Lanes Task Force. He is an active member of the Traffic Control Devices Committee of the TRB, a friend of and contributor to numerous other TRB committees, and the five-time organizer of the Reading the Road Ahead workshop of the Automated Vehicles Symposium, where he leads international conversations addressing machine vision interactions with traffic control devices. He is a Registered Professional Engineer in the State of Washington, where he has sealed and signed more than 600 plan sheets related to signing, marking, work zone traffic control, and traffic signals, demonstrating and intimate knowledge of the WSDOT design process.

Kevin Chang has over 15 years of professional experience in the areas of project management and design, traffic safety and operations, and transportation engineering and planning. Prior to his current position as a faculty member in the Department of Civil & Environmental Engineering at the University of Idaho, Chang was a traffic engineer with the King County Department of Transportation in Seattle, Wash., where he supervised pedestrian and school safety programs, led neighborhood transportation planning efforts, and managed the King County Traffic Management Center. He is a registered professional engineer, has taught coursework at the University of Washington and University of Idaho, and has published and presented at over forty-five national and international conferences. Chang is the current chair of the Institute of Transportation Engineers’ (ITE) Transportation Education Committee, a member of the Transportation Research Board’s (TRB) Safety Management Committee, chair of the TRB School Transportation Subcommittee, and past president of the Washington State Section of ITE. He has extensive experience in workforce development and regularly leads transportation engineering webinars for the American Society of Civil Engineers. In his spare time, Chang has been a strong advocate for civic engagement and has volunteered his time by serving as a board member for several non-profit community organizations. Change is the ASCE and ITE faculty advisor and has been recognized as a multiple recipient of the U of I Alumni Awards for Excellence as the most inspiring faculty mentor selected individually by the top forty graduating students each year.

Eric Jessup is an Assistant Research Professor with the School of Economic Sciences at Washington State University. He received his PhD in Agricultural Economics from Washington State University in 1998 and his Master of Agricultural Economics from the University of Kentucky in 1992. Dr. Jessup’s area of interest are in Transportation Economics, Freight Systems Modeling and Geo-spatial Analysis.

Dr. Campbell has over 30 years of experience examining issues related to human performance, human factors, driver behavior, roadway safety, and the contributing factors to roadway crashes. He has evaluated human factors aspects of traffic safety, the capabilities and limitations of road users, and the relative contributions of vehicle, infrastructure, and user factors in roadway crashes. His scientific expertise includes the design of advanced driver-vehicle interfaces, including: head-up displays, night/driver vision, collision warning, navigation, speech recognition, driver monitoring systems, advanced input devices, and interfaces for connected and automated vehicles. He has developed design guidelines, tools, and other resources to support roadway design & operations, road safety evaluations, and diagnostic assessments of crashes that specifically involve navigation systems, icons/symbols, collision warning devices, connected vehicles, automated vehicles, and roadway design. His research has been supported by various governmental agencies, including the US Departments of Transportation (NHTSA, FHWA, & FMCSA), Defense (Army, Navy, & Air Force), and Homeland Security, the National Academy of Sciences, and the governments of Japan and Brazil.
